Karnataka Election Watch released its phase 2 report detailing financial and criminal records of candidates.
The constituencies in phase 2 go to polls on May 16.

In Bangalore, V.S.Sreedhara, a member of the human rights organization, People’s Democratic Forum (PDF) chose to cast his vote under Section 49 (O) of THE CONDUCT OF ELECTIONS RULES, 1961.

Here’s a post we received from Ranita Hirji, Dean, Commits, India
Over the past few days the media and several leaders have been urging the public to vote and thereby prevent a criminal or a dishonest person from entering the government. How can we prevent a corrupt person from entering the government when we have no choice but to simply choose one over the other, when we know that all are unfit? We will agree that we, the voters, really do not have a choice between candidates, for most of them if not all of them, are either corrupt or illiterate or selfish with no public interest.
In this situation it is interesting to note that there exists a provision in our Constitution (Section 49-O) that enables the electorate to reject unsuitable candidates. After all that is real democracy, where the electorate either selects (not merely chooses) or rejects a candidate. For some strange reason this provision has never been publicised by the media or any public affairs organisation, or for that matter even the Election Commission, whose primary responsibility it is to educate the citizens on all aspects of voting.
In fact, the previous election commissioner T S Krishnamurthy has even written to the Prime Minister of India (see extract given below) suggesting that the existing law be amended to enable negative or neutral voting. Surprisingly – or rather unsurprisingly – the government and the entire political class has chosen to remain silent over this issue. Imagine if this law is enforced, we will really be able to weed out the corrupt and scrupulous politicians because they will be scared that their candidature may be rejected by the voters if they are not truthful or honest.
What a fantastic democratic weapon we have, and how everybody from the Election Commission to the Media to the NGOs have overlooked this!

5 BJP activists from Madanapalli, Andhra Pradesh were arrested from Hotel Nandini, RT Nagar late last night (9 May 2008). Rs. 2 lakh cash meant for distribution amongst voters has been seized from them and the 5 have been charged for inducement of voters. The Chief Electoral Officer’s (Karnataka) office has confirmed the arrests.
The BJP candidate in Hebbal constituency is Katta Subramanya Naidu. He is contesting from this constituency for the first time since his previous constitutency, Shivajinagar, was made a reserved one following the delimitation exercise.
Meet the candidates – Mandya

People’s Alliance for Democracy (Mandya unit) had organized a ‘Meet-the-candidates’ programme on 3 May 2008 at Raitha Sabhangana, Mandya.
Around 600 people, primarily slum dwellers and unorganized workers, attended the programme eager to hear the candidates’ declaration and stands on issues that concerned them. Candidates who attended the meeting were M.Srinivas (Janata Dal-Secular), HB Ramu (Congress), CM Devappa (Samajwadi Party), HC Shivram (Sarvodaya Party).
The energy throughout the programme remained high as people demanded specific policy driven answers ahead of party rhetoric and false promises from the candidates. The party manifestos stood exposed as people uncovered layer upon layer of false promises.

People’s Manifesto

People’s Alliance for Democracy – a statewide coalition of around 150 organizations including the Karnataka Communal Harmony Forum, Popular Front of India, Karnataka Rajya Raitha Sangha, Dalit Sangarsha Samiti, Karnataka Janapara Vedike was formed in the context of the 2008 Assembly elections. Well-known litterateurs, journalists, filmmakers, professors including UR Ananthmurthy, Baragur Ramachadrappa, Gauri Lankesh, Nagathihalli Chandrashekhar, G. Ramakrishna and others are also part of PAD’s presidential committee.
PAD has defined for itself three specific agendas -
- to defeat communal parties such as the BJP
- to warn other parties against sidelining of people’s issues
- and, to demand implementation of the people’s manifesto
Towards realization of these goals, PAD has undertaken massive campaigns amongst the people. Wide-scale distribution of its pamphlets, posters and other publicity materials at public meetings across Karnataka is currently underway. The coalition has also released its own people’s manifesto in Kannada and English.

Karnataka Election Watch 2008, released on May 6 by the Association for Democratic Reforms is an extremely comprehensive effort at offering us a closer look at the candidates in Karnataka elections 2008. Phase 1 of the report has been released in time for the first phase of polling that takes place on May 10 and covers all the 89 constituencies.
Using official records submitted by candidates at the time of filing nominations, KEW analyses the candidates’ criminal records and financial declarations. But it isn’t just a deluge of information – the report tracks these data against the 2004 declarations and therein gives us a hard hitting look at these candidates.
What has happened to the criminal cases that were registered against the candidates in 2004 since their affidavits in 2008 reflect no such cases? Financial records of several candidates who have successfully won the last time around reflect huge jumps in just four years time. How has this been possible?
While the March 13, 2003 Supreme Court judgment made it mandatory for the Election Commission to seek details of criminal records and financial asset information, the question that remains to be asked is about verification of these assets. Nevertheless, for now, this is important.
